INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD
Tuesday, January 25th, 2011
The meeting was called to order at 7:00 PM in the Town Hall Council Chambers, East
Hartford Town Hall.

Alt. Cmsr. Watkins made note of spelling errors on the minutes from last month.

OLD BUSINESS
Application of Goodwin College. (File # 2010-020) To conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the construction of a new bituminous parking area, storm sewer collection system, and associated landscaping. Located at # 135, 211 Riverside Drive, East Hartford, CT.
Everett Milam, representing ZUVIC Associates, spoke on behalf of the application. Bryant Harrell, representing Goodwin College, also spoke to the Commission in regards to the application.

Cmsr. O’Dea moved to APPROVE the application with the following conditions:
- The permit is non-transferable without the written consent of the Inland Wetlands Commission.
- Proper erosion controls are to be maintained at all times.
- All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within one (1) year from the commencement of the activity.
- Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
- In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
- Final plans are to be signed and stamped by the Professional Engineer or Land Surveyor licensed in the State of Connecticut who is responsible for the work.
- Graphically depict proposed lighting and landscaping on appropriate drawing sheets.
- Show the yard drain YD84 on the Erosion and Sediment Control Plan; show inlet protection around proposed inlets.
- Graphically depict the monitoring well road box (3 foot square with a 12" diameter cap) at all applicable locations.
- Modify grading at contour elevation 42 to ensure that the limit of grading does not cross the southern property line.
- Separate plan sets should be submitted for each application; label accordingly.
- Approval is granted as per plans submitted with the application Dated November 8, 2010: revised to: December 20, 2010.

Located at # 403 Forbes St., 972 Silver Lane, East Hartford, CT.
